Work First Family Assistance - WFFA:

Financial and medical assistance to families with children deprived of parental support with monthly payment based on needs and resources. For statistical information regarding Nash County and the WorkFirst program, click here.

Medicaid Family Planning Waiver (Effective October 1, 2005)
North Carolina has received approval to implement a Medicaid Waiver Program targeting family planning services only. The Family Planning Waiver is a 5 year demonstration waiver that intends to reduce unintended pregnancies and improve the well being of children and families in North Carolina by offering family planning services.

The 1998 Pregnancy Risk Assessment monitoring System (PRAMS) data indicated that 44% of women report their pregnancy was unintended. North Carolina has one of the highest infant mortality rates in the Nation. By helping women to time and space their pregnancies, appropriate contraceptive use may help avoid adverse health, social and economic consequences associated with unintended pregnancies.

The target population for the Family Planning waiver is;
Women age 19 through 22 and Men age 19 through 60
Income at or below 185% of the federal poverty level

Medicaid eligibility for family planning services to men and women will;
A. Allow affected women and men the opportunity to choose if and when to have children
B. Provide comprehensive reproductive health care for low-income women and men who otherwise do not have
access to such services and
C. Improve the well being of children and families in North Carolina.

Food and Nutrition Services:

Supplements the food dollars of low income families enabling clients to purchase more nutritious food.

Emergency Financial Assistance:

a.
Crisis Intervention Program (CIP)--pays for heating and cooling expenses when families are in a crisis.
b.
CP & L Project Share -- pays for heating and cooling expenses when families are in a crisis. Limited to CP&L customers.
c.
Emergency Assistance--short-term financial help for families with children under age 21 in crisis that is not related to heating and cooling. Used primarily for rent and utilities.
d.
County General Assistance (GA)--financial assistance when no other resources are available. Primarily used for purchase of medicine.
e.
Pauper Burials -- pays toward the cost of burial when no other resources are available.

Eye Care Program:

Pays the cost of eye exams, treatment, glasses, ocular prosthesis, hospitalization and surgery.

Low Income Energy Assistance (LIEAP):

One time payment for heating expenses. Applications taken for elderly and disabled beginning December 1, checks are mailed to utility companies.

Program Integrity/Fraud Unit:

The Program Integrity Unit is a program support unit that devotes maximum efforts toward the prevention, detection, and recovery of overpayments in the public assistance programs. 

The unit also seeks to maintain the integrity of the public assistance programs by deterring fraud through education, early detection and prosecution. 

The crime of welfare fraud is committed when people:
(1) receive, or attempt to receive, welfare benefits by providing the Department of Social Services with false and inaccurate information, or (2) by withholding information needed to correctly determine eligibility for welfare benefits.
